About
Still Me Foundation is a charitable nonprofit organization based in Casper, Wyoming, created to support older adults in Natrona County who face financial barriers to basic health care needs and supportive services.
The foundation provides recipient grant awards to qualifying individuals, helping them access services that support independence, dignity, safety, connection, and the ability to age in place.
Board of Directors
Leslie Adams - President
Leslie Adams serves as Senior Vice President of Human Resources at Hilltop Bank and brings 28 years of leadership experience in human resources across multiple industries, including banking and financial services. Throughout her career, Leslie has been passionate about building strong organizational cultures, supporting leaders and teams, and helping organizations grow through effective people strategies.
Leslie earned her Bachelor’s degree in Business Management from Colorado State University and completed an Advanced Human Resources Certification through the Graduate School of Banking at the University of Wisconsin–Madison. She also holds the SPHR, Senior Professional in Human Resources, designation through the HR Certification Institute.
In addition to her professional leadership, Leslie values family, community, and service. She is married and has four step-sons whom she loves as her own. In her free time, she enjoys spending time with family and friends, being outdoors, and caring for her three dogs.
Heidi Loucks - Vice President
Heidi Loucks brings more than 28 years of dedicated experience in healthcare and clinical education to the Still Me Foundation Board of Directors. Her academic background includes an Associate of Science in Nursing from Casper College, a Bachelor’s degree in Management from North Dakota State University, and a Master of Science in Nursing Education from the University of Wyoming.
As a longtime Nursing Instructor at Casper College, Heidi has spent her career helping shape the next generation of healthcare professionals by combining clinical expertise with advanced training in education. Her experience in academia and healthcare provides valuable insight into workforce development, strategic planning, and the evolving health needs of the community.
Heidi and her husband call Casper home, and her life is enriched by a large, close-knit family that includes five grown children and nine grandchildren across the country. Outside the classroom, she enjoys hiking local trails with her German Shepherd, Jack, gardening, caring for her home apiary, and tending to her flock of chickens.
Mary Baker - Treasurer
Mary Baker serves as Branch Manager and Vice President at Platte Valley Bank, bringing professional leadership, financial services experience, and a strong commitment to community to the Still Me Foundation Board of Directors. Through her role, Mary supports clients, team members, and local relationships while helping provide trusted banking services to individuals and businesses in the Casper area.
Mary earned her Bachelor’s degree in Elementary Education and Early Childhood Development from the University of Wyoming and attended the Graduate School of Banking in Colorado. Her background in education, banking, and leadership gives her a well-rounded perspective on service, communication, and the importance of supporting people through different stages of life.
Originally from Thermopolis, Wyoming, Mary has lived in Casper with her husband for 20 years. Together, they have one son. In her free time, Mary enjoys training at a local functional fitness gym, staying active, and playing volleyball.
Brandy Loe - Secretary
Brandy Loe was born and raised in Casper and brings a strong passion for community, connection, and service to the Still Me Foundation Board of Directors. She serves as Practice Manager at Northwestern Mutual, where she supports client relationships, business operations, and the daily coordination of a professional financial services practice.
Brandy earned her degree in International Relations from the University of Wyoming, giving her a broad perspective on communication, people, and the importance of strong support systems. Her professional background, combined with her deep local roots, allows her to bring both practical leadership and a meaningful understanding of the Casper community to the board.
Outside of work and community involvement, Brandy is married and is the mother of three children. In her free time, she enjoys traveling, spending time with her family, and cheering on her children as they participate in sports and other activities.
Dr. Tabitha Thrasher
Dr. Thrasher is a family medicine-trained geriatrician who provides thoughtful, ongoing care to older adults across rural Wyoming. Her work spans clinics, hospitals, nursing homes, assisted living facilities, and patients’ own homes, allowing her to provide personalized care through illness, recovery, and, when needed, hospice.
As faculty in the local family medicine residency program, Dr. Thrasher teaches and mentors the next generation of physicians in high-quality geriatric care. She is also a passionate advocate for removing barriers that prevent older adults from aging with dignity, especially those who are low-income or uninsured and need access to practical supports such as glasses, hearing aids, mobility aids, and other essential services.
Her commitment aligns closely with Still Me Foundation’s mission to help adults 50 and older with physical or cognitive limitations access the basic health care and assistance they need to thrive in Natrona County. Dr. Thrasher lives in the area with her spouse and child. In her free time, she enjoys birdwatching, traveling, and spending time with family.
Our Mission
The mission of Still Me Foundation is to remove financial barriers that prevent access to services and basic health care needs through recipient grant awards for low-income older adults age 50 and older including those with physical or cognitive limitations, and who are low-income, uninsured, or underinsured, within Natrona County, Wyoming.

Our vision is to help older adults access services and health care needs that maximize their ability to function independently, prevent or delay deterioration, reduce contributing factors that lead to social isolation and physical or cognitive decline, and support their desire to remain at home.

Why We Exist
Age alone is not entirely responsible for physical or cognitive decline. Many challenges older adults face are made worse by financial barriers, unmet care needs, limited transportation, social isolation, and lack of support.
Poor vision, hearing loss, dental issues, mobility challenges, and limited access to services can affect safety, nutrition, confidence, independence, and connection. Still Me Foundation exists to help address these needs before they contribute to further decline.
